While blocking costs less Stamina, drawing a bow now halts Stamina regeneration and eventually drains Stamina. Power attacks and bashes can no longer be performed with just 1 point of Stamina. Stamina is a much more important attribute in combat, and all weapon users should invest at least some points in Stamina. As long as a character is hit by frost or shock spells once every 2 seconds, their Stamina or Magicka can be kept at 0 indefinitely. The increased regeneration rate speeds up combat, and the longer regeneration pause makes draining an attribute is a more effective strategy. Attributes regenerate 25% faster when hands are down.
